In a statement issued after confusion in the media, Maharashtra Governor Bhagat Singh Koshyari on Tuesday confirmed he had sent a report to the President Ram Nath Kovind recommending imposition of President's Rule in the state. Maharashtra has been without a elected government since October 23 when the BJP and Shiv Sena alliance won a majority in the 288-member Assembly; however, the two parties have been unable to agree to who should be chief minister.
In a statement, Koshyari wrote, "having been satisfied that government of the state of Maharashtra cannot be carried on in accordance with the Constitution,” he had submitted a report “as contemplated by the provisions of Art. 356 of the Constitution". Article 356 deals with imposition of President's Rule in as state on breakdown in governance.

Earlier, the Raj Bhavan had denied reports of President's Rule being imposed. Koshyari had given time until 8.30pm on Tuesday to the NCP to prove its willingness to stake claim to form a government.
PTI also reported that the Union Cabinet, chaired by Prime Minister Narendra Modi, met to discuss the political impasse in Maharashtra and decided to recommend to the president to impose Central rule in the state.
Meanwhile, the Shiv Sena filed a petition in Supreme Court challenging Koshyari's decision to not extend the time given to the party to prove their ability to form government. Advocate Sunil Fernandez has filed the plea for Shiv Sena, reported ANI. On Monday evening, Koshyari refused a request from the Shiv Sena for more time to prove it had support.
