Jammu, Nov 3 (PTI) The Economic Offences Wing of the Crime Branch, Jammu on Tuesday filed a chargesheet in a 13-year-old case related to the alleged fraudulent procurement of Permanent Resident Certificates (PRCs) by a West Pakistani refugee family, an official said.

The family of Lakhan Singh, originally from Sialkot, allegedly obtained the certificates after shifting from Punjab to Jammu by fabricating census records and lineage details in connivance with revenue officials, a spokesman of the Crime Branch said.

The chargesheet was filed in the court of Additional Sessions Judge, Anti-Corruption, Jammu, under various sections of Ranbir Penal Code and the Prevention of Corruption Act, he said.

The case, registered in 2013, originated from a complaint alleging that Singh fraudulently obtained PRCs for himself and his family after shifting from Punjab to Jammu by fabricating census records and lineage details in connivance with revenue officials.

Investigation revealed that the allegedly forged certificates were used by his two sons -- Prem Singh and Prabhakar Singh -- to secure government employment in the Estates Department and to contest and serve twice as a sarpanch respectively, the spokesperson said.

He said that although the main accused, a retired employee of the Power Development Department, and the then Tehsildar, Jammu, Sat Paul Gupta, have since died, the investigation established the alleged criminal involvement of the surviving accused, Prem Singh and Prabhakar Singh.

Accordingly, the chargesheet has been submitted against all four accused for judicial proceedings, he added.
