AI takes centre stage in Haryana CM Saini’s state budget 2026-27

Haryana has put artificial intelligence, digital learning and public health at the heart of its 2026‑27 budget, unveiling plans for a model AI and Digital College, 100 new health sub‑centres, and a sweeping package of welfare, skilling and sports initiatives.

Chief Minister Nayab Singh Saini, who also holds the finance portfolio, framed the proposals as an investment in “future-ready” youth and a healthier, more secure workforce.

AI-first college and tech push in education

Saini told the assembly that the state will launch an Autonomous AI and Digital College in collaboration with the Department of Future and Higher Education, built on a digital-first, borderless model where teaching, evaluation and personalised learning are driven by AI systems. If the pilot programme succeeds, ten more such colleges will be opened next year, signalling a major bet on AI skills.

Under the Haryana AI Mission, a state-of-the-art “AI Sandbox” has already been set up to identify and test use cases in agriculture, health, education and the environment, with an Innovation Challenge in May 2026 to pick top teams whose solutions will be deployed from November. The budget also promises Atal Tinkering Labs in 250 more schools, four new government polytechnics, a ₹10‑crore Higher Education Quality and Research Excellence Fund and an additional ₹20 crore for the Haryana State Research Fund after 350 research proposals poured in last year.

Reforms also come to school education. According to Saini, all 88,434 Bal Vatika‑3 students in 8,600 government primary schools will get free education plus books, uniforms and bags, and ₹200 crore has been set aside so that no child has to sit on mats by 2027‑28, with dual desks in all schools by November 2026. More Model Sanskriti Schools, 250 CM (Excellence and Early English) schools, expanded French-language teaching, and new youth hostels are also part of the education pipeline, as per the budget speech.

Health centres, women’s clinics, and senior care

Saini also announced 100 new health sub‑centres and Ayushman Arogya Mandirs, the smallest units of public healthcare delivering vaccinations, maternal care and disease monitoring.

A ₹100‑crore initiative has been set up to upgrade fire‑fighting systems in hospitals and health centres statewide.

Tapping into the national HPV vaccination drive launched by Prime Minister Narendra Modi, Haryana plans to vaccinate 3 lakh girls aged 14–15 against cervical cancer in 2026‑27 and set up “Swasth Nari–Sashakt Parivar” clinics in every district and sub‑divisional hospital. Under the NIROGI Haryana scheme, all citizens above 70 will get free blood tests, 1,000 caregivers will be trained for home-based elderly care, senior citizen clubs will be set up, and weekly health campaigns will run at Ayushman Arogya Mandirs.

Every community health centre will also get a dedicated mental-health counsellor, who will also visit schools and colleges, he said. An AYUSH education and research block worth ₹135 crore is also being planned at Shri Krishna AYUSH University.

Workers’ safety, sports and entrepreneurship

To improve worker welfare, Haryana will roll out an Integrated Surakshit Shramik Swaasthiya System under which all industrial workers get free annual health check-ups, and registered construction workers receive comprehensive free health services.

An Atal Awasiya Vidyalaya will educate workers’ children from Classes VI to XII, and Vatsalya Bhavans in four cities will act as one-stop centres for women and child services, backed by a ₹5‑crore Workplace Safety Fund to boost women’s workforce participation.

The CM also introduced a “Fit Haryana” campaign, and it is expected to be launched by September 30, 2026, accordign to the minister. This includes synthetic athletic tracks and Khelo India Mini Centres run by ex‑champions in every district, and top international coaches are set to be hired to train promising athletes. Apprentices from Antyodaya families will get an extra ₹1,500 per month under a new CM Apprenticeship Promotion Scheme, students in Dual System of Training will receive ₹2,000 more, and new ITI clusters, a State Skill Faculty Training and Research Centre, and three Entrepreneurship Development Institutes (with 30 per cent seats for women) aim to train thousands of young people to start and scale businesses.
