The Royal Canadian Mounted Police (RCMP) in a report alleged that the Lawrence Bishnoi gang has been "acting on behalf of the Indian government," reported local media.

The three-page report mentions the Bishnoi gang's alleged ties to the Indian government six times, according to Canadian media outlet Global News. The undated report was distributed internally by RCMP in 2025.

"The Bishnoi Crime Group is known to use violence to further their criminal enterprise, while acting on behalf of the Indian government," alleged the report by RCMP's national security division. It also adds that the gang is driven by greed rather than political or religious reasons.

The Lawrence Bishnoi gang has been designated a terrorist organisation by Canada. The RCMP report alleged that the Indian government was using the Bishnoi gang to target Khalistani terrorists.

This comes less than two months after Lawrence's brother Anmol Bishnoi was deported to India from the US in November. Anmol was added to the NIA's Most Wanted List in 2024 and a Rs 10 lakh reward was issued for his arrest.

Lawrence, himself, has been imprisoned in Ahmedabad after he was arrested in Punjab in March 2015.

The RCMP report also repeats former Canadian PM Justin Trudeau's claims that Indian agents were involved in Khalistani terrorist Hardeep Singh Nijjar's killing. The report also alleged that Bishnoi gang had admitted to its role in killing another Khalisatani terrorist, Sukhdool Singh, in Winnipeg, Manitoba in September 2023. Singh was allegedly a member of the Bambiha gang, which was a rival of Bishnoi.
