In a fresh twist in the probe into the NEET-UG 2026 paper leak, two brothers Dinesh and Mangilal Biwal have been arrested by the Central Bureau of Investigation (CBI) at the Jamwa Ramgarh area of Jaipur, the Rajasthan Special Operations Group (SOG) officer said on Wednesday.

The Rajasthan SOG, which had been investigating the case before it was handed over to the CBI, stated that the brothers had allegedly received the 120-question guess paper from a "person in Haryana" for Rs 15 lakh. This seller was found to be Yash Yadav from Gurugram, who allegedly materminded the leak.

The brothers then reportedly sold it to many students in Sikar via Rakesh Kumar Mandavriya, who runs RK Consultancy, a career guidance centre in Sikar.

"We detained him on Monday for questioning, while the CBI arrested them today morning and took them to Delhi,” a senior officer from the Rajasthan SOG said, as per a Hindustan Times report.

Alleged BJP links

The high-profile case led to the Congress taking potshots at the ruling BJP in the state over Dinesh's alleged links to the party.

In fact, senior Congress leader Ashok Gehlot claimed in an X post earlier on Wednesday that Dinesh was an office-bearer with the BJP's youth wing.

"Is this the reason why the BJP government in Rajasthan tried to cover up the NEET paper leak and did not file any FIR? ... Is the BJP government now providing protection to the paper leak mafia that is tampering with the future of the youth?" he questioned.

A local BJP leader in Jamwa Ramgarh confirmed that Dinesh had been the secretary of the BJP’s youth wing in 2014, but denied that the Congress' claim that he had been very active in the party.

"Dinesh and Mangilal have been in the moneylending business for a long time. We have no idea about his affiliation with any other political party or any anti-social activities," he said.

However, sharp netizens also flagged several Facebook photos of Dinesh with Rajasthan's education minister Madan Dilawar in 2021, in addition to more recent photos with local BJP MLA Mahendra Pal Meena.

In fact, Meena had also offered birthday wishes to Dinesh on Facebook just three days ago.

A combined copying effort?

The case has also brought attention to how five NEET candidates—who are family members of the accused—had cracked the NEET exam last year.

“Dinesh’s son, Mangilal’s two sons, and their late elder brother’s two daughters qualified for the exam together, which raised our suspicion ... The five are currently studying in government medical colleges," the SOG officer had said.

However, Dinesh's wife, Rajni, claimed to NDTV that their son, Rishi—who had attempted the exam this year—had not returned home since Monday.

Mangilal's wife, Sonu, claimed that only two of their four children had passed the 2024 exam, and that their scores had been very low. Both families have reiterated that Dinesh, Mangilal, and their children had no connection to any fraud in the NEET exam.
