The Jammu and Kashmir government has established a dedicated grievance redressal cell for serving soldiers in the Indian Armed Forces and Central Armed Police Forces to help them resolve civilian-related issues.
Named the Lieutenant Governor’s Sainik Sahayta Kendra (LGSSK), this cell aims to provide timely assistance to soldiers facing administrative or local challenges. The LGSSK was created as per Government Order No. 933-JK (GAD) on July 17, 2025.
Designed to function as a single-window platform, the LGSSK allows soldiers to submit their complaints. It will serve those stationed in Jammu and Kashmir, as well as individuals from the Union territory who are currently serving elsewhere in India.
The Kendra will handle various tasks, including receiving and processing complaints from soldiers, arranging appointments with relevant civil and police officials, following up on unresolved issues, maintaining a dashboard to track progress, and submitting quarterly performance reports to the Lieutenant Governor.
The grievance cell will operate from the civil secretariat offices in Jammu and Srinagar, making it accessible to soldiers across the region. The Information Technology department will assign two trained personnel to each location to handle data entry, case monitoring, file management, and communication tasks. Necessary computer systems and equipment will also be provided.

The estates department has been tasked with allocating appropriate office space for the Kendra at both locations.
To oversee its operations, three government officers have been given additional responsibilities: Prasanna Ramaswamy G, Secretary of the Tribal Affairs Department; Aflaq Ahmad, Under Secretary of the Revenue Department; and Abhimanyu Singh, Manager-cum-Protocol Officer at the J&K Resident Commission in New Delhi.
The establishment of this special cell underscores the government commitment to the welfare of serving soldiers, ensuring their concerns are addressed in a structured and responsive manner. The creation of the cell has been widely welcomed as a positive initiative to assist soldiers and paramilitary personnel facing challenging conditions both in Jammu and Kashmir and beyond.
