Tamil Nadu takes big strides in growth and development under the able leadership of Honourable Chief Minister Thiru M.K. Stalin

With an aim for growth and development our Chief Minister M.K. Stalin is making continuous efforts for the socio-economic growth of each and every individual in Tamil Nadu. Under the able leadership of Chief Minister M.K. Stalin Tamil Nadu aims for inclusive development in all sectors.

INFORMATION TECHNOLOGY

Chief Minister of Tamil Nadu, laid down the vision for Tamil Nadu and underlined the need for governments to transform and swiftly adopt technology to keep pace with the rapid and swift changes in technology. During the Budget session 2021- 2022, an announcement for framing of Data Center Policy with a vision to develop Tamil Nadu as the numero uno destination for Data Centres by catering to all the specific requirements of Data Centres and providing them with an attractive business environment was made. As per the announcement Tamil Nadu Data Centre Policy 2021 was framed and brought into action on 23.11.2021. The objective of this policy is to promote Tamil Nadu as an ideal Data Centre investment destination. This policy was released by Honourable Chief Minister on 26.11.2021.

The Government in Information Technology Department has formulated and issued Tamil Nadu Telecom Infrastructure Policy for grant of Right of Way (RoW) for laying OFC and installation of Base Tower Station (BTS) in the State of Tamil Nadu in line with the Indian Telegraph Right of Way Rules, 2016, on 25.01.2022. This will help to provide seamless coverage and connectivity to the people in rural and remote areas. It will help ease the process of application, approval and installation of Telecom Infrastructure in the State. In order to utilize the large amount of data that is generated in the process of delivering services to citizens and businesses, the Government in Information Technology Department has formulated and issued Tamil Nadu Data Policy (TNDP).

TNeGA has developed a project monitoring portal in-house for reviewing the progress of all major infrastructure projects of Tamil Nadu. A High-Level Committee chaired by the Chief Secretary, periodically monitors the progress of about 200 major infrastructure projects, together costing more than about Rs. 1,00 crore. The dashboards have rich visuals on charts and maps the location data, GIS layers are plotted on maps which provides a good spatial view of the progress.

Portal featuring Predictive Analysis and using Real Time Data to help Chief Minister and his office to monitor projects, enable prompt decision making and avoid delays. The dashboards will include information about water storage levels of all key reservoirs in Tamil Nadu, status of water availability as on date, rainfall patterns, current employment trends to indicate the status of the economy and daily police report of major crimes in the State with reference to the Districts that require more attention and also prices of food and other essential commodities.

Labour Welfare

Honourable Chief Minister is always labour friendly. With his vision for the employees, amendment has been made to The Tamil Nadu Shops and Establishments (Amendment) Act, 2021, to provide seating facility for all the employees in the premises of every establishment, so that they may take advantage of any opportunity to sit which may occur in the course of their work and thereby avoid ‘on their toes’ situation throughout the working hours.

When the female contract workers at Foxconn went on strike on 15.12.2021 due to poor facilities in the hostel in their premises, negotiations were held in the presence of the Minister of Labour Welfare and Skill Development, Member of Legislative Assembly and Kancheepuram District collector. The strike was called off on the promise of fulfilling the demands of the workers. The company started production on 12.01.2022 and currently has 3,931 people working in a quiet environment.

Rural Development and Panchayat Raj

A sum of 06,970.45 crore has been released to three tire Panchayats through Rural Development and Panchayat Raj Department. Out of this, an amount 04500.25 crore has been released to Village Panchayats. This Government diligently works towards supply of sufficient drinking water to every households in Rural areas. Totally 14,32,204 FHTC have been provided to rural households at a cost of 01,162.44 crore in one year. This Government effectively implement the formation and improvement of Rural roads. During 2021-22, 4123 roads works having length of 5,696 km and 54 bridge works have been taken up at a cost of 02,223.33 Crore. After taking charge in the year 2021, under the able leadership of our chief minister 3,35,759 pending works have been completed under MGNREGS. Especially, to rejuvenate the water bodies in rural areas, 94,769 works have been taken up at a cost of 05,467.39 crore. To achieve the objective of ‘Housing for All’, this Government have sanctioned a sum of 08017.40 crore for the construction of 2,89,887 houses in rural areas during 2021-2022 and the work of construction of 1,04,345 houses as started.

MUNICIPAL ADMINISTRATION

Kalaignar Nagarpura Mempattu Thittam

The Government launched a new Scheme “Kalaignar Nagarpura Mempattu Thittam (KNMT)” to fulfil the infrastructural gaps in Municipalities and Town Panchayats. The Guidelines for the implementation of the Kalaignar Nagarpura Mempattu Thittam (KNMT) was released on 13.09.2021. The Government have accorded sanction for the release of 01,000 crore for the year 2021-2022 on 24.09.2021. Basic infrastructure works, Community Halls, Knowledge centres, Markets, Parks and Play fields will be taken under this scheme. Administrative sanction has been accorded for 495 works with the estimated amount of 0504.64 crore in municipalities and for 797 works with the estimated amount of 0471.21 crore in Town panchayats. Totally 1292 works with the estimated amount of 0975.84 crore have been taken up and works are under progress.

NamakkuNaame Thittam (Urban)

Guidelines for the implementation of the NamakkuNaame Thittam (Urban) has been issued on 13.09.2021. Work related to rejuvenation of water bodies, creation of parks and play fields, planting of trees, improvement to school, urban public health centres, study centres, roads, street lights can be taken up under this scheme. Administrative sanction has been accorded for 113 works with the estimated amount of 01,164.96 crore for Chennai corporation and for 57 works with the estimated amount of 01742.14 crore for other corporations, similarly 35 works with the estimated amount of 0491.97 crore have been taken up in municipalities and 38 works with the estimated amount of 0313.15 crore have been taken up in Town panchayats. Totally 243 works with the estimated amount of 03,712.22 crore have been taken up and works are under progress.

Tamil Nadu Urban Employment Scheme

Tamil Nadu Urban Employment Scheme is to enhance livelihood opportunities in the urban areas by providing or enabling employment to every household, whose adult members seek to do un-skilled, semi skilled and skilled work. Creation of infrastructure such as natural resource management works, floodmitigation works and the works for protection of the environment and greening of urban spaces; creation and maintenance of Public Assets increasing urban consumption expenditure; promoting social and gender equity; and empowerment of women are important supplementary objectives. This scheme is implemented on pilot basis in two zones in Greater Chennai Corporation, one zone each in 14 Corporations, one Municipality each in 7 Regions (7 Municipalities) and one Town Panchayat each in 37 Districts (37 Town Panchayats) in Tamil Nadu during the year 2021- 22. An allocation of 075 crore has been made for the year 2021-22. The fund has been reallocated to the Greater Chennai Corporation, 14 Corporations 7 Municipalities and 37 Town Panchayats.

INDUSTRIES

The vision of Honourable Tamil Nadu Chief Minister is to industrialise Tamil Nadu in a big way. To realise this vision, action is being taken to create Land Bank to an extent of 45,000 acres in the next five years. Chief Minister has released Tamil Nadu Fintech Policy 2021, Tamil Nadu Export Development Strategy 2021 and launched the Single Window Portal 2.0, the Single Window Mobile App and the Tamil Nadu Land Information Portal at Investment Conclaves.

The Government of Tamil Nadu aspires to make Tamil Nadu an economy of one lakh crore (1 trillion) US dollars by 2030. As a first step towards achieving this, 124 MoUs were signed for an investment of 062,276 crore which will create job opportunities for 1,90,702 persons since May 2021. These include investments attracted through investment conclaves held in Chennai, Coimbatore and Thoothukudi. During the Investment Conclave at Thoothukudi, Chief Minister of Tamil Nadu has launched India’s first International Furniture Park on 07.03.2022.

In order to make Tamil Nadu Self- Reliant in the manufacture of Liquid Manufacturing Oxygen (LMO), the Government of Tamil Nadu has been taking several proactive initiatives to ramp up the installed capacity of LMO and the related equipments needed for its supply. Manufacturers are being encouraged by the Government, to invest in oxygen augmenting facilities by offering them a Special Package of Incentives. This Government has issued orders to sanction 30% capital subsidy, apart from other incentives to investors who would establish manufacturing facility and commence commercial production of oxygen concentrators, oxygen cylinders, medical oxygen and large liquid oxygen plants in Tamil Nadu. This incentive would be available for investments made between January 1, 2021 to December 31, 2022.

Food Parks will be established at three SIPCOT Industrial Parks viz. Manapparai, Theni & Thindivanam, E-Vehicle Park at Manallur, Medical Devices Park at Oragadam, Working women’s Hostels at Thoothukudi, Perundurai, Siruseri & Bargur, Leather Park at Panappakkam, Future Mobility Park at Shoolagiri, Textile Park at Karur, Ready Built Factory at Nemili and Plug & Play warehousing Facilities at Vallam-Vadagal, Oragadam and Perundurai.

Micro, Small and Medium Enterprises Department

For rejuvenating the Micro, Small and Medium Enterprises sector to overcome the effects of COVID-19 pandemic, Government has sanctioned a record high amount of 0360.00 crore as State Capital Subsidy in a year. As on 28.02.2022, capital subsidy of 0254.97 crore has been extended to 2,584 Micro, Small and Medium Enterprises. In order to substantiate the growth of Micro, Small and Medium Enterprises in the State, Government releases Capital subsidy of 088.49 Crore in single instalment directly to 1,251 selffinanced Micro, Small and Medium Enterprises bank accounts instead of 3 instalments as earlier. Under New Entrepreneur cum Enterprise Development Scheme (NEEDS) 758 projects with subsidy component of 0125.07 crores have been offered final sanctions by financial institutions. An amount of 073.37 crores has been disbursed towards individual based subsidy and 08.60 crores has been disbursed towards 3% interest subvention. Under Unemployed Youth Employment Generation Programme, 3,239 beneficiaries have been disbursed subsidy of 03,259.05 lakhs

EDUCATION

Under our Chief Minister M.K. Stalin, the school education has witnessed a multi-faceted growth with new schemes to bring in the students into the school and reduce school drop outs. Schemes like Illam Thedi Kalvi, Naan Mudhalvan, Ennum Ezhuthum mission are the first of its kind. Illam Thedi Kalvi, a flagship remedial education program has been implemented to bridge the learning loss among the students from class 1 to 8 due to Covid-19 pandemic, by 1,79,356 lakh volunteers in 38 districts. 30 lakh students are being benefited. The programme has reached grass-root level and appreciated by the educationists. It has been implemented with the estimate cost of Rs. 199.96 Crore.

Naan Mudhalvan Career Guidance portal was launched to give career guidance to pursue higher education and diverse job opportunities to students studying in class 9 to 12 through well trained professionals at a cost of 03.09 crore.

The scheme Ennum Ezhuthum Mission will be implemented in the state from the upcoming academic year to improve basic literacy and numeracy among children studying in classes 1 to 3 and to ensure that every child attains the fundamental skills in reading, writing and basic arithmetic skill by 2025 at a cost of 066.70 crore.

In the Higher education sector, admission to under graduate professional courses on preferential basis to students in Government Schools Act 2021 was enacted in order to provide 7.5% seats to the Government school students under government quota in engineering admission. The entire fees including tuition, hostel and transportation fees. will be borne by the government. The government has sanctioned 074.28 crore for 2021-22 towards this.

The Government ordered to start 10 Government Arts and Science Colleges in Thiruchuli; Thirukoilur; Thalavadi; Oddanchathiram; Manur; Dharapuram Eriyur; Alangudi; Serkkadu; Koothanallur (Women) during the academic year 2022-23.

To enhance and update the knowledge and research and development activities of the students and staff, 10 New Digital Libraries are set up in Govt. Colleges, at a cost of 090 lakh and upgradation of existing 17 Digital Libraries in Government Arts and Science Colleges at a cost of 085 lakh.
