Gujarat govt approves scheme for bulk drug park units, says it will boost pharma self-reliance

reduce dependence on imports of APIs, KSMs, and drug intermediates

Ahmedabad, Oct 29 (PTI) The Gujarat government has approved a special incentive scheme to support industrial units within the bulk drug park being set up in Bharuch district, with the aim to enhance India's self-reliance in pharmaceutical manufacturing and reduce dependence on imports of critical APIs, KSMs and drug intermediates.

The scheme for the units at the world-class 'plug-and-play' infrastructure ecosystem, being developed across 2,015 acres at Jambusar in Bharuch district under the Centre's flagship programme to promote bulk drug parks, is aimed at reducing India's dependence on imports of critical Active Pharmaceutical Ingredients (APIs), Key Starting Materials (KSMs), and drug intermediates, an official release said on Thursday.

"To significantly reduce capital and operating costs for manufacturers, more than ten state-of-the-art common infrastructure facilities will be provided here (at Jambusar)," stated the release.

A common effluent treatment plant (CETP), steam generation and distribution networks, solvent recovery facilities, a Treatment, Storage, and Disposal Facility (TSDF), deep-sea disposal infrastructure, a Centre of Excellence, and a robust multimodal logistics network are among the infrastructure facilities being provided by the government at the bulk drug park, it said.

Under this scheme, key financial incentives offer investors the flexibility to avail benefits either through the dedicated 'Bulk Drug Park Scheme' or the 'Developed Gujarat Industrial Policy, 2026,' depending on their specific project requirements, the release further stated.

The dedicated Bulk Drug Park Scheme provides several benefits, including a 10 per cent capital subsidy on Eligible Fixed Capital Investment (eFCI), special interest subsidies for eligible MSME units, and reimbursement of utility charges for up to 10 years.

This includes comprehensive reimbursement for costs related to power, steam, water, effluent treatment, solid waste management, warehousing, and park maintenance. Additionally, there is a 100 per cent reimbursement of stamp duty and registration fees for the initial land allotment within the park, the government said.

The state government hopes the scheme to attract significant capital investment in the pharma sector because of its established industrial ecosystem, strategic coastal location, superior logistics connectivity, and transparent governance.

Furthermore, the project will create extensive employment opportunities for thousands of skilled and semi-skilled youth at the local level, the release maintained.

"This move by the state government will further strengthen the leadership of India and Gujarat in the global pharmaceutical supply chain, and the country will move forward with firm momentum towards complete self-reliance in the pharmaceutical sector," it added.
