The V.O. Chidambaranar Port Authority (VOCPA) has signed a key agreement worth more than Rs 22,000 crore with AM Green for a green ammonia production and bunkering hub at Tuticorin.

Under the terms of the Memorandum of Understanding (MoU) for the project, signed on May 28 and announced earlier this week, an estimated investment of Rs 2,000 crore will be required to get the ball rolling.

Under this investment, the bunkering facility is expected to reach an initial capacity of 200,000 tonnes per annum (TPA) by 2029-30, which can be potentially upgraded to 500,000 TPA by 2035.

The upgrade would bring the total (bunkering) investment to about Rs 5,000 crore, and would depend on the demand for green molecules (low-carbon, sustainable fuels produced using renewable energy).

The new bunkering hub will complement AM Green's proposed green ammonia production facility, which aims to reach a capacity of one million tonnes per annum (1 MTPA).

While the (production hub) project itself needs an estimated investment of about Rs 15,000 crore, with associated infrastructure likely drawing in another Rs 35,000 crore.

This green project is expected to provide a major boost for the Tuticorin-based port, which was recently awarded the Excellence in Motion: Re-defining the Future of Logistics in India Award 2026 by the Indian Chamber of Commerce.

"This partnership with AM Green is a natural next step in our journey towards becoming a world-class green fuels hub," said Susanta K. Purohit, Chairman, V.O.C. Port.

Notably, the V.O.C. Port—the first to develop green hydrogen in the country—is also one of three Green Hydrogen Hubs designated by the Centre.

The three ports—including the Deendayal Port in Gujarat and the Paradip Port in Odisha—are designated zones where green hydrogen projects can take root, scale up, and tap into a network of incentives from both central and state governments.

As a result, the AM Green project will also factor into its plans to reach a production capacity of 4 MTPA across India by 2030, positioning the country at the forefront of the green shift that is taking over the maritime world.
