Senior IAS officer Kumar Rajeev Ranjan's verbal abuse of a female officer in an online meeting is the latest in a series of controversies he has faced in the past, including an arms licences case.

The Jammu and Kashmir government on Friday opened a probe into the alleged misconduct of senior IAS officer Kumar Rajeev Ranjan with a female colleague earlier this week.

Ranjan's allegedly abusive comments against Beenish Wani, Assistant Director (Employment) in Ganderbal—during an online meeting—had sparked backlash from various political parties and the Jammu and Kashmir Administrative Service (JKAS).

“You are bl***y sh*t. I can always talk to you like this ... I am your boss,” Ranjan reportedly told Wani during the meeting.

The state government has now ordered an in-depth inquiry into the alleged misconduct, appointing senior IAS officer Mandeep Kaur to investigate the matter and submit a report within 15 days.

The National Commission for Women (NCW) said in an X post that it had taken suo motu cognisance of the viral video that allegedly showed Ranjan "verbally abusing, humiliating, and threatening" the junior officer.

Notably, Wani had been on leave from October 13 onwards, but had been asked to join the online meeting on the National Rural Livelihood Mission that later turned into a heated exchange.

Notably, this is not the first controversy for the 2010-batch IAS officer from Bihar, who is currently serving as the Administrative Secretary of the Labour and Employment Department, with the additional charge of Administrative Secretary of the Skill Development Department.

This comes years after the J&K government in 2020 ordered his suspension after the CBI arrested him in connection with the case that allegedly saw a large number of arms licences issued based on forged documents.

A Srinagar-based court then remanded him to 10 days of CBI custody.

Despite Ranjan and ex-JKAS officer Itrit Hussain Rafiqui being linked to the case, he was reinstated to the J&K administration in 2021, after which he was posted as an Additional Secretary in the Revenue Department.

Ranjan's name again came up years later in 2025, when the CBI registered a case against him and members of his family in a disproportionate-assets case that saw the CBI conduct raids at seven different locations that year.

The Friday inquiry against him also comes after the JKAS fraternity had alleged that Ranjan’s conduct against Wani was not an isolated incident, and followed his earlier use of “unparliamentary and demeaning language” in an official capacity.
