Kumbh Mela 2027: How is Uttarakhand preparing for the festival in Haridwar?

Uttarakhand Chief Minister Pushkar Singh Dhami said recently that works of a permanent nature are to be completed by October 2026 for the Kumbh Mela, which is to be held in Haridwar in 2027. 

He has called upon all departments to classify works on the basis of priority and ensure mutual coordination.

On Wednesday evening, CM Dhami chaired a high-level meeting to take stock of the preparations.

Organising a grand and divine Kumbh is the top priority of the state government, he said.

For this Kumbh, there is a larger area earmarked for pilgrims. While recent Kumbh Melas in Haridwar have utilised 596-700 hectares, officials have indicated the need for an explicitly "extended area" in 2027, but the final numbers have not yet been published.

A master plan which marks all sectors, routes, parking, ghats, and camp sites is being drawn up. Land will be acquired and also leased for temporary use for the festivities. 

To reduce the pressure of the crowds, the construction of new ghats, expansion of the Kangra Ghat and the repair of existing ghats is underway. 

The CM said that encroachments on government land and roads should be strictly removed to ensure smooth conduct of the fair.

There is a Haridwar-Ganga corridor being constructed which the CM said should also be top priority. 

In addition to this, the Bahadarabad-Shyampur bypass is set to complete construction soon.  

A master plan is to be prepared for setting up special tents in Shyampur, Gandikhata and Chandighat.

Traffic and parking systems will be strengthened, with traffic diversion plans and parking spaces to be put in place. For parking areas further away from the ghat, shuttle services will be arranged. 

Pedestrian paths like those leading to Mansa Devi and Chandi Devi are also being built and these will benefit locals in the long run. 

CM Dhami added that the zero-waste concept should be adopted for solid waste. There must be adequate arrangements of solid waste management, dustbins, recycling systems and mobile toilets in the Kumbh area. Adequate arrangements for pink toilets and changing rooms should also be ensured for the convenience of women devotees. 24-hour cleaning will be carried out on the ghats and banks of the Ganga. Proper arrangements should be made for aarti and seating for devotees at Har Ki Pauri.

The CM directed officials to complete all arrangements related to the safety of devotees during the Kumbh on time. Along with crowd management, traffic control and parking arrangements, all basic facilities should be provided at the parking places. Lifeguards, safety ropes and motor boats should be available at each ghat for the safety of the devotees. 

Special care should be taken that devotees have a good experience during the Kumbh. Personnel will also be trained on treating pilgrims right.

Health facilities are another focus area. Temporary hospitals, ambulances and mobile medical teams will operate in the fair area. Maximum use of IT and digital services will be made to manage the fair as well.

Mobile applications, helplines, and information centres will be established to provide real-time information to devotees. 

The state's chief secretary is to review the preparations in 15 days.
