Shashi Tharoor, who arrived in Washington on Wednesday as part of India’s all-party delegation to the US, made biting remarks about Pakistan’s delegation and their outreach efforts. Tharoor, quoting Hillary Clinton, said, “You can’t breed vipers in your backyard and expect them to bite only your neighbours.”
Tharoor criticised the Pakistani delegation for going around and presenting themselves as victims of terrorism. He added that the country should do some "serious internal reflection" before it pled innocence and deniability. “That’s why they are now getting terrorist attacks by the Tehrik-I-Taliban Pakistan, but who created the Taliban from which the Tehrik-I-Taliban broke off?” he asked.
Following Pakistani leader Bilawal Bhutto Zardari's call for peace and a joint intelligence on terrorism at the United Nations, Tharoor used more biting metaphors against Pakistan and said, "I mean frankly, if your neighbour unleashes his Rottweilers to bite your children and then says, 'let's talk', You think he’s going to talk to him until he either unleashes those Rottweilers or locks them up in a Kennel or puts them to sleep. It’s as simple as that." He said that the US has understood India’s position of not making deals with a gun pointed to their heads.
Presiding Pakistan's delegation, Zardari, addressing the United Nations, said diplomacy and dialogue were the only routes to resolving issues. However, he later accused India of weaponizing terrorism and refusing to work with other countries, making the countries’ outreach efforts look off balance.

India had made its stand clear by stating that if talks were to happen it would be about the terrorism emanating from Pakistan and its illegal occupation of parts of Jammu and Kashmir.
India sent all-party delegations to partner countries in the aftermath of Operation Sindoor to expose Pakistan-sponsored terrorism and present India's measures to combat it. As many as 26 persons were killed in the gruesome terror attack in Jammu and Kashmir's Pahalgam on April 22. India launched Operation Sindoor on May 7 to avenge the killings and struck terror launchpads at nine locations along the LoC. bhutto
