Early this month, UAE telecom operator du and Khalifa University’s Digital Future Institute jointly released a whitepaper, The Intelligence Network: A 6G Blueprint for Telcos. The paper sets out a roadmap for how telecom operators could transform themselves—from companies that mainly provide connectivity into providers of intelligent, autonomous infrastructure.

The central idea is simple: 6G should not just be about faster internet. It should be about networks that can understand what is happening around them, predict what will happen next and respond automatically. Today, telecom networks largely move data from one point to another. In the future envisioned by du and Khalifa University, the network itself would become more like an intelligent system.

For instance, in a conventional setting, engineers would intervene reactively once a network becomes congested. But in the proposed futuristic system, an AI-powered network could detect that traffic is about to increase, and predict where the congestion will occur and automatically shift resources to prevent it.

Similarly, if some equipment shows signs of failure, the network could identify the problem beforehand and reroute traffic or initiate corrective action.

The paper describes this as bringing communication, computing, data, sensing and artificial intelligence together in one infrastructure.

In simple terms, the network would move through four stages: sense, predict, decide and act.

One of the important ideas in the blueprint is intent-based networking. At present, operating a telecom network often involves giving the system detailed technical instructions. In an AI-native network, operators could instead specify the outcome they want.

For instance, rather than telling a network exactly how to allocate resources, an operator could ask it to ensure that a particular critical infrastructure like an hospital receiving ultra-reliable connectivity for its critical systems. The network would then determine how best to achieve that objective.

Another concept coming up is the Network Digital Twin—essentially a virtual copy of a real telecom network. This digital replica will be used to test changes, predict problems and optimise the network without experimenting directly on the live system.

The paper also discusses AI systems designed to understand the complicated relationships within a telecom network and predict how one change could affect other parts of the system.

The UAE is already testing parts of this future. du has conducted upper 6 GHz field trials using live macro infrastructure in Mohamed Bin Zayed City, Abu Dhabi. The trials achieved outdoor coverage of up to 500 metres and peak downlink speeds approaching 1.5 Gbps, using existing site infrastructure.

The significance of these tests is not simply the speed. They demonstrate that some elements of the networks being envisioned for the 6G era can already be explored using today's 5G-advanced foundations.

There is also a commercial reason for this transformation. People are using increasingly large amounts of mobile data, but telecom operators cannot necessarily increase their revenues at the same rate simply by selling more connectivity. The industry therefore needs new ways of making money from its infrastructure.

AI could provide one answer. Instead of selling only bandwidth, telecom operators could sell intelligence and outcomes.

A company, for example, could pay a telecom operator not merely for a network connection but for a system that continuously monitors its operations, predicts network problems and automatically optimises performance.

This is the larger shift at the heart of the du blueprint: from selling connections to selling what those connections can intelligently achieve.

The du-Khalifa University initiative is part of a broader UAE effort to prepare for AI-native 6G. In March 2026, e& UAE and Khalifa University released another whitepaper proposing an architecture in which AI would become a dedicated layer within future telecom networks. It identified areas such as machine learning, distributed cloud and edge computing, integrated sensing, open programmable networks and sustainability as key building blocks.

The UAE is therefore trying to do more than prepare for the arrival of 6G. Through partnerships between telecom companies, universities and technology researchers, it is seeking to influence what the technology will look like.

For consumers, much of this transformation may initially happen behind the scenes.

The benefit may not necessarily be a phone that suddenly downloads a movie several times faster. Instead, users could experience networks that are more reliable, respond more quickly to changing demand and suffer fewer disruptions.

For businesses, the change could be much bigger. Telecom networks could become platforms on which companies run AI applications, digital twins, autonomous systems and other services.

The ambition is to turn the network from a passive pipe that carries information into an intelligent infrastructure that can see, understand, predict and act.
