Rural UP responds actively to ‘Viksit Uttar Pradesh @ 2047’ campaign

Out of more than 66 lakh responses through Samarth, close to 53 lakh came from rural areas

Uttar Pradesh is asking its citizens what kind of state they want by 2047 through an extensive online and offline campaign. The response? More than 66 lakh replies, ranging from demands for easier credit to a more scientific waste disposal system.

A total of 66,85,696 suggestions have been received so far. Of these 52,98,579 have come from rural areas and 13,87,121 from urban areas.

Under the Samarth (developed) Uttar Pradesh campaign, nodal officers and prominent individuals have visited all the state’s 75 districts to inform various target groups: students, teachers, businesspeople, entrepreneurs, farmers, voluntary organisations, labour unions, media, and the general public about the state's development journey over the past eight years.

This is in addition to discussing the roadmap for development and gathering feedback. The campaign is also called the Centenary Celebration of Prosperity Campaign (calculated from 1947, when the country attained independence).

Rural areas have outperformed urban ones, even when it comes to submitting suggestions to the samarthuttarpradesh.up.gov.in portal. 

Diving into the data

In a nod to how deeply the state’s youth is invested in the development of the state, 32,84,658 suggestions have come from the age group below 31 years.

The second highest number has come from those in the 31-60 age group, followed by those over 60 years of age.

The breakdown for sector-wise suggestions is as follows:

The numbers also show an interesting trend in that districts that are not very high up on development indices have sent in the most suggestions.

These include Jaunpur (6,53,257), Sambhal (5.94,577) and Ghazipur (2,60,974). The lowest number of responses was received from Etawah (21,307), Lalitpur (31,583), Ballia (33,095), Gautam Buddha Nagar (33,494), and Mahoba (30,020).

From credit to e-commerce

The suggestions are varied. One from Bareilly is to connect MSMEs, of which UP has the greatest numbers, to affordable credit facilities, technical training, and digital platforms.

Another suggestion is to revive Khadi and village industries through modern marketing, e-commerce, and youth participation. Suggestions for textiles and handlooms include design innovation, international branding, and encouragement of the 'Make in India' initiative.

The suggestions received also show that the state’s people are also invested in the environment. One suggestion, for instance, is that the operation of the mining industry with adequate environmental safeguards, safety, and the use of modern technology. Another is that the government and private sector work together to focus on training, finance, innovation, and environmental responsibility. This will foster balanced industrial development and a sustainable economy.

Citizens have also not shied away from taking responsibility for the state’s betterment. There are suggestions to encourage public participation in cleanliness and sanitation efforts. Citizens have also asked for an emphasis on solid waste management so that cities can remain clean. This includes initiatives such as the improvement of garbage dumps and the scientific disposal of waste.

Suggestions for livestock management include: careful choice of animals based on needs and resources; regular examination and vaccination of animals; provision of nutritious food for livestock; clean and safe cattle sheds; market research to assess the demand and competition of products; attractive branding and packaging; strong distribution network; and increased sales through online platforms.

To inform and sensitise the public about this campaign, various meetings and conferences/seminars are being organised at municipalities, municipal corporations, town councils, district panchayats, area panchayats, and gram panchayats.

So far, meetings have been held in 215 municipal councils, 228 municipal councils, and 18 municipal corporations. Similarly, conferences/seminars have been held in 64 district panchayats, 61 district panchayats, 557 town panchayats, 578 town panchayats, 780 area panchayats, and 783 area panchayats. In addition, meetings have also been successfully organised at the level of 51,012 gram panchayats in the state.

The state’s chief minister, Yogi Adityanath, has emphasised the importance of the exercise for developing a road map for the state.
