Haryana Assembly to hold special session on Apr 27 bill on promotion of Group D staff likely

    Gurugram, Apr 22 (PTI) The Haryana Assembly will sit for a special one-day session on April 27, in which the government is likely to introduce a bill on the promotion of Group D employees, along with a censure motion against the opposition parties for the defeat of a bill to amend the women’s quota law in the Lok Sabha recently.
    Addressing the media here, Chief Minister Nayab Saini accused the opposition parties, including the Congress and the Samajwadi Party, of stalling the Constitution (131st Amendment) Bill in the Lok Sabha on April 17.
    Under the bill, Lok Sabha seats were to be increased to up to 816 from the current 543 to operationalise the women's reservation law mandating 33 per cent reservation for women in legislative bodies before the 2029 parliamentary polls, following a delimitation exercise based on the 2011 Census.
    “The opposition has mocked women's empowerment by defeating the Nari Shakti Vandan bill. Today, women are playing a greater role in every sphere, from family to national development.
    “But the opposition parties, including the Congress, insulted women by opposing the bill. Even God will not forgive the INDI alliance for this act,” Saini said.
    The chief minister added that while Prime Minister Narendra Modi is working for women's empowerment, the Congress and the other opposition parties insulted women by opposing the bill.
    Saini also announced that during the special Assembly session, the BJP government would introduce the Haryana Clerical Service Bill, 2026, which proposes to increase the promotion quota for Group D employees.
    Under the bill, Group D employees who have completed five years of service will receive promotions.
    "The draft Haryana Clerical Services Recruitment and Conditions of Service Bill, 2026, has been approved. It provides for increasing the Group D promotion quota for clerk positions from 20 per cent to 30 per cent. The draft also mandates a 5 per cent reservation under the ex gratia policy,” Saini said.
    The decision was made during a Cabinet meeting at the PWD rest house here on Wednesday, an official said, adding that all the ministers participated in the meeting chaired by Saini, some virtually.
    The official also said that it was the first Cabinet meeting held in Gurugram, with a focus on promoting investment.
