What is Blue Visa programme? UAE rolls out new scheme for sustainable experts

20 sustainability experts would be granted the 10-year residency permit in UAE in the first phase

The United Arab Emirates (UAE) has launched the first phase of its ambitious 10-year 'Blue Visa' programme, for individuals with exceptional contributions to environmental protection and sustainability. Seen as a unique initiative aimed at attracting global sustainability leaders, innovators and researchers, the move appears to be in sync with UAE’s long-term vision for environmental stewardship and its commitment to achieving national sustainability goals.   

In the initial phase, 20 experts would be granted the 10-year residency permit. All applicants can either apply directly through the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) or some may get nominated by relevant government authorities. All applications need to come through an electronic approval via an online system. 

UAE’s Minister of Climate Change and Environment, Dr Amna Bint Abdullah Al Dahak said, "This initiative aims to leverage contributions of sustainability experts to achieve ambitious national goals and build a sustainable future for the people of the UAE and the world."

While there are countries that have programs aimed at attracting skilled workers from various fields, the initiative of “Blue Visa” with a focus on attracting sustainability leaders, innovators and champions by UAE stands out, being sector-specific. Experts view this as a strategic move to attract top-tier talent that puts a seal on the UAE’s efforts to establish itself as a hub for environmental innovation.   

Kris Hamel, Tatiana Antonelli and Dr Nader Mohammed were some of the first recipients of the “Blue Visa”. Hamel, who has worked with the World Bank Group on infrastructure and financial services projects and contributed to the COP28 Presidency, sees the visa as an important step towards achieving global sustainability. 

Italian architect, Antonelli, is already a resident of the UAE since 2005, and was the founder of an online sustainability resource. Antonelli believes the visa will elevate the UAE's global standing when it comes to sustainability. Wildlife conservationist, Dr. Nader Mohammed, known for his work in wildlife trade regulation and animal welfare, has also been nominated for his contributions to animal welfare. 

The “Blue Visa,” while offering a significant incentive providing stability for professionals engaged in long-term environment sustainability projects, extends the UAE’s existing residency programs, such as the Golden and Green Visas. Its implementations are expected to align with the country’s broader sustainability measures. The UAE’s “Blue Visa” which is now open for applications, can be applied 24/7 via a mobile app, and other online means.
