TVK’s Sports City U-turn: Infrastructure rethink or a politically convenient land reset?

Barely had the dust settled over the TVK government's decision to abandon the Parandur Greenfield Airport project when another flagship initiative of the previous DMK regime has been put on hold.

The termination of the ₹205.89 crore Global Sports City contract at Semmencheri in South Chennai has now triggered a politically sensitive debate, with the DMK alleging that the move could benefit an educational institution linked to Finance Minister N. Marie Wilson's family.

While the government has defended both decisions as attempts to reassess projects in the public interest, the Sports City controversy has acquired an additional dimension because of the history of the Semmencheri land.

The Sports Development Authority of Tamil Nadu (SDAT) terminated the contract awarded to RPP Infra Projects Ltd for designing and constructing the sports complex in a letter dated July 31, 2026. The letter was sent to RPP Infra Projects by SDAT member secretary J. Meghanatha Reddy after a meeting held under the chairmanship of PWD and sports minister Aadhav Arjuna. The company had disclosed it to the stock exchanges as well.

The project, was awarded to RPP Infra in February 2026, was originally envisaged as a multi-sport facility featuring a football stadium, shooting ranges, archery facilities, rowing and kayaking infrastructure, BMX cycling and skating arenas, indoor stadiums, and accommodation for athletes. The first phase was planned over more than 80 acres.

Government officials, however, say that Sports City has not been abandoned altogether.

“The project will be redesigned on a larger footprint to create a more comprehensive facility capable of hosting major national and international competitions, potentially including events on the scale of the Asian Games. There are concerns that the Semmencheri site is flood-prone in nature,” says a senior officer associated with the sports department. The land issue has nevertheless given the Opposition ammunition.

In 2021, the then-DMK government had announced the recovery of 91 acres of government land at Semmencheri, which was valued at ₹2,000 crore. The government said the land had been under alleged encroachment by the Jeppiaar Educational Trust for nearly two decades, and that it had reclaimed the property after a prolonged legal battle.

The Jeppiaar connection has now become central to the political dispute, because Finance Minister Marie Wilson is part of the Jeppiaar family, and had served as managing director of the Jeppiaar Institute of Technology before entering electoral politics.

The DMK has capitalised on this connection to question the government's decision. Its IT wing alleged that scrapping the Sports City could protect the interests of the educational group associated with Wilson's family, and questioned whether the reclaimed land was being shielded from public use.

The TVK government has already reversed or put on hold several projects associated with the previous administration, with Parandur becoming the most prominent example. Critics have warned that repeatedly scrapping or redesigning major projects could undermine continuity in public infrastructure planning. For CM Vijay’s government, the Semmencheri decision is therefore more than a question of sports infrastructure.
