Recent appointments of new state unit presidents, including Harsh Malhotra for Delhi and Pankaj Chaudhary for Uttar Pradesh, signal a significant upcoming reshuffling of the Union Council of Ministers, with sources indicating that up to a dozen ministers, including cabinet-level officials, could be dropped or reassigned by mid-June to combat anti-incumbency, inject freshness into governance, and address internal party frustrations. This anticipated overhaul, expected to affect ministries such as Railways, Finance, and Information and Broadcasting, may also see experienced leaders moved to party organizational roles, some Rajya Sabha members replaced by younger leaders, and new faces, including morcha leaders, entering the cabinet, with specific attention to representation from southern states and Bihar.

With the appointment of Harsh Malhotra as the BJP’s new Delhi unit president and Pankaj Chaudhary being the party chief for Uttar Pradesh, there are major indications that the party may be heading toward a major reshuffling of the Union Council of Ministers.

Malhotra is a Lok Sabha member from East Delhi and was the minister of state for corporate affairs, road transport, and highways. Chaudhary was the Union Minister of Finance.

Their two vacant positions are expected to be filled by new faces from either of the Sabhas.

Party sources say that at least a dozen ministers, including several ministers of state, could be dropped or shifted to a new role by June 15 and 18.

At least two cabinet ministers and three ministers of state are expected to exit the government. A senior cabinet minister is likely to be assigned the responsibility of leading the party in one of the southern states. At least 10-12 ministers may be reassigned to different portfolios, The New Indian Express reported.

The ministries most likely to see a reshuffling include Railways, Finance, Corporate Affairs, Coal, Textiles, Information and Broadcasting, Electronics and Information Technology, Rural Development, Chemicals and Fertilisers, Cooperation, Fisheries, Jal Shakti, Agriculture, Environment, Law and others.

Some ministries may receive separate Cabinet ministers instead of being handled additionally.

The primary indication that the reshuffling is set to happen was the introduction of the new state unit presidents in Punjab, Haryana, Tripura and Delhi.

BJP national president Nitin Nabin, who was appointed in January, is expected to revamp the team with a mix of experienced and fresh faces.

The party is also likely to appoint a cabinet minister to the position of Karnataka BJP chief, while Manipur may get representation in the Union Cabinet through the Lok Sabha.

Ministers whose Rajya Sabha terms are ending this year or in early 2027 may also be moved to organisational roles and ministers above seven, and some RS member maybe replaced by younger leaders. Some BJP morcha leaders could also be introduced to the cabinet for the first time. About 34 members retired in June and November once source.

There is also speculation that a cabinet minister from Bihar may be replaced by another MP from the same caste group.

Party insiders also said that more changes are to be made ahead of June 15.

One BJP leader said that the government is doing the shuffling to be rid of the anti-incumbency feeling.

The government is going to enter its third year amidst an economic crisis and unpredictable global situation— infuse freshness in the administration, and address frustration among some in the party about power-sharing, there are high expectations of major changes in the government,” the BJP leader said.
