It may sound strange or funny, but a Brazilian model voted in 10 different booths, 22 times, in the 2024 Haryana Assembly elections, using Indian names such as 'Sweety', 'Seema', and 'Saraswati'. That is what Rahul Gandhi claimed in his much-awaited press conference, which he had earlier described as a “hydrogen bomb,” establishing that around 25 lakh fake and bulk voters were used to “steal” the entire state of Haryana through the collaboration between the Election Commission of India and the Bharatiya Janata Party. The presentation had a movie-like title — 'The H Files'.

Rahul Gandhi highlighted another woman who had voted 223 times under different names, ages, and addresses — calling her someone who “voted the most.” Others, Rahul said, had voted 100, 50, and 150 times. This, he claimed, amounted to bulk voting, which translated into around 20 lakh extra votes for the BJP, along with about 5 lakh duplicate voters, totaling 25 lakh questionable votes cast in the elections.

Gandhi then explained how a possible landslide win for the Congress in the state was “transformed into a BJP victory,” topping it up with a video of Haryana Chief Minister Nayab Singh Saini, who, in the clip recorded before the election results, can be heard saying with a smile, “BJP is forming a one-sided government. We have done all the vyavastha (arrangements), don’t worry about it.”

The data, which Rahul Gandhi calls “100 per cent unquestionable proof,” has redirected attention toward the Chief Election Commissioner of India, Gyanesh Kumar. After Gandhi’s first presentation on vote chori, Kumar came out to defend the election process and justified the “house number zero,” attributing such numbering to those who do not have a house. 

However, one of Rahul’s presentation slides made an elaborate mention of “house number zero.” He said that the Congress tried to identify such people who supposedly have no house, but it turned out that many of them actually do — showing a picture of a voter with house number zero living in a proper home.

Rahul Gandhi said, “There is no integrity in the voter list now — there are lies in it. If the list itself is flawed, then the entire election process stands fundamentally questionable.”

He added, “It was blazingly obvious: when the BJP’s votes jumped dramatically in Chhattisgarh, Madhya Pradesh, Maharashtra, Haryana, and other states, Congress’s vote percentage remained the same, something seemed off. As a patriotic Indian, it is my duty to let you know the reality of the world you are living in. The fundamental truth is — there was no election in Haryana; it was a theft. The Haryana chief minister is unlawfully sitting on the chair.”

Gandhi further said, “India being the largest democracy is not the truth anymore — it has been destroyed. I want to tell the youth, Gen Z, and the people of India that democracy belongs to you — not to the Election Commission, not to Amit Shah, and not to Modi. Protecting it is our shared responsibility. This is their data, and there is nothing here that can be contested. This is the proof, and we are showing it openly, in front of everyone — even before the courts.”

Addressing a press conference, Union Minister Kiren Rijiju said the Congress was indulging in diversionary tactics ahead of the Bihar polls. “Rahul Gandhi addressed the press to hide his failures. There will be polling in Bihar tomorrow, yet he was sharing stories about Haryana. This shows that the Congress has nothing left in Bihar, and that is why, to divert attention, he is raking up the Haryana issue,” Rijiju said. He added, “I would advise him that being Leader of the Opposition, he should talk about serious issues and not waste time on irrelevant ones.”

Can vote chori be stopped? According to Gandhi, there are two primary ways through which vote chori has been taking place — bulk voting and intervention by the Election Commission of India in adding or deleting votes. For instance, if a BJP voter travels from one booth to another and votes multiple times, no polling agent would be able to detect that the same person has voted again. This is why the Congress has been demanding access to booth-level video footage, which the Election Commission has not yet provided.
