Registration under the Uniform Civil Code has nothing to do with the domicile or permanent Residence Certificate of Uttarakhand. Everyone living in Uttarakhand for at least one year have been brought under its purview so that the demography of Uttarakhand can be preserved.
Professor Surekha Dangwal, member of the expert committee that drafted the Uttarakhand Uniform Civil Code and VC of Doon University, said that UCC is related to services like marriage, divorce, live-in and will, but, apart from this, there are no additional benefits to be gained from the UCC registration.

Permanent residence in Uttarakhand will be decided as per the previous conditions, and this subject was not even considered by the UCC. Dangwal said that registration under UCC is similar to the way a person can make his voter card if he has a normal residence anywhere. Through the UCC, only personal laws have been regulated so that the society and culture of Uttarakhand can be protected.
Dangwal also said that people with criminal tendencies can also be controlled through the UCC. A large number of people from other states also live in Uttarakhand and take advantage of government schemes. Such people will now be able to take advantage of government schemes only after getting registered. If this was applicable only to permanent residents.

With the UCC, the state will have details of marriage, divorce, live-in relationships of such people within Uttarakhand and thus the government's database would be enriched.
Dangwal also said that the UCC would strengthen the institution of marriage, which has been the basis of prosperity of our society.
The process of getting a domicile certificate in the state, is to submit the prescribed application to specified local authorities. School certificates are among those accepted for proof of identity. Women, who live originally in another State/Union Territory, but marry men who are permanently residing in Uttarakhand, are eligible for residence certificate.
Such a certificate is required so that habitat or residential quota can be provided in educational institutions and government services, and also in case of a job where local residents are given preference.
