Government has convened an all-party meeting on September 17, a day before the start of the five-day special parliament session. The invitation for the meeting has been sent to the floor leaders of all political parties, Parliamentary Affairs Minister Pralhad Joshi said in a post on X.

"Amid Amrit Kaal, looking forward to having fruitful discussions and debate in Parliament," Joshi said.

In a surprise move, the government announced a special session from September 18 to 22, without revealing the agenda.

Last week, Congress leader Sonia Gandhi wrote to Prime Minister Narendra Modi seeking clarity on the agenda of the session. Gandhi listed out nine issues that the opposition parties wanted to discuss or debate on during the session. These include current economic situation, commitment made to the farmers with regard to MSP, demand for a joint parliamentary committee to investigate transactions of the Adani group, crisis in Manipur, occupation of Indian territory by China, and the urgent need for a caste census.

There has been speculation that the government may take up the women's reservation bill, uniform civil code or simultaneous polls for discussion.

Replying to Gandhi’s letter, Joshi accused her of politicising the functioning of parliament and creating unnecessary controversy. Political parties are never consulted before calling a Parliament session, Joshi said in his letter to the Congress leader. 

"Perhaps, you do not pay attention to traditions. Before calling a Parliament session, neither discussions are held with political parties nor issues are ever discussed," he said.

It is also expected that the Parliament proceedings will move from the old building to the new one during this session.
