Six months after the expert committees, formed by the ministry of information and broadcasting on rationalisation of film media units and review of autonomous bodies, recommended creation of an umbrella body with four different vertices—production, festival, heritage and knowledge— the cabinet approved merger of Films Division, Directorate of Film Festivals, National Film Archives of India, and Children's Film Society, with National Film Development Corporation.

Principle director general of Press Information Bureau (PIB) K.S. Dhatwalia took Twitter to say that transaction advisor and legal advisor will advise on the transfer of assets and employees and oversee all aspects of operationalisation of the merger.

He further said employees of all the four units will be fully accommodated and assured that no employee will be retrenched.

The committees had found overlapping activities undertaken by multiple institutes and suggested an umbrella configuration with four broad verticals.

The committees had also recommended specific roadmaps for the development of National Film Development Corporation, Films Division, Children's Film Society of India, Satyajit Ray Film and Television Institute, Directorate of Film Festivals, and National Film Archives of India and had also suggested creation of a film promotion fund to support independent filmmakers for making commercial films.
