Fadnavis speaks of zero bureaucracy model 'administration should function like start-up'

Mumbai, Apr 21 (PTI) Maharashtra Chief Minister Devendra Fadnavis on Tuesday said the state was moving towards a "zero bureaucracy" model with a focus on simplifying processes and reducing human intervention to ensure direct service delivery to citizens.

    Speaking at the Civil Services Day 2026 and award distribution ceremony under the 'Rajiv Gandhi Administrative Dynamism (Pragati) Campaign and Competition 2025-26', he said, "Zero bureaucracy does not mean absence of officers, but re-engineering of processes to make them simpler and more transparent. The administration must function like a start-up."
    "The core principle of zero bureaucracy is to provide services directly to eligible citizens through simple, predictable systems with minimal human intervention," he added.


    His government has sought to improve administrative efficiency through its 100-day and 150-day programmes and achieving around 85 per cent of the targets, the chief minister said.
    Several procedures have been simplified through e-governance to improve ease of doing business, he added.
    Talking about the 'Viksit Maharashtra 2047' roadmap, Fadnavis said, "Maharashtra is now competing not just within the country but at the global level. The state's economy ranks among the top 30 globally and will become stronger in the coming years."

     Twenty key services have been identified for improved delivery and efforts are underway to make services more accessible through 'Aaple Sarkar 2.0', he said.


    "Every department should function like a startup. If officials adopt a startup approach, it will bring innovation, efficiency and speed," the CM said.

    Chief Secretary Rajesh Agrawal said the government is working on repealing outdated laws, introducing new ones where required, and promoting decentralisation to improve citizen services.


    "Reducing bureaucracy and delivering more efficient services to citizens is our responsibility," he said.

     Targets under the 100-day and 150-day programmes were set and monitored through a top-driven approach, with officials showing notable performance, Agrawal said.

    At the event, awards were presented to officials and departments for initiatives across sectors such as digital governance, administrative reforms, sustainable fisheries, urban services and public welfare.
