OPINION | What India can—and shouldn’t—copy from Germany’s Industrial AI playbook
Germany is using artificial intelligence to quietly rewire its industrial backbone while India is building a broader “AI for all” ecosystem anchored in public services and digital infrastructure

While the world races to build yet another “innovative” chatbot or generative AI “unicorn”, Germany seems to be playing a more calculated game of teaching artificial intelligence to run its factories, fix its supply chains and drive its machines rather than write poetry or answer customer queries. That single strategic choice could hold as many lessons for India’s AI ambitions, provided the country knows which parts to adopt and which to deliberately leave behind.
According to Deutschland.de, Germany’s AI advantage lies in sectors it already dominates: engineering, automation and advanced manufacturing.
Rather than chasing consumer apps, German firms are plugging AI into robots on factory floors, machine control systems and logistics networks, building on decades of industrial expertise.
Arguably, Germany is Europe’s largest industrial economy with one of the continent’s leading AI ecosystems, backed by high robot density and strong patent portfolios in computer technology and Industry 4.0. Regional hubs such as Munich, Stuttgart, Hamburg, the Rhine‑Neckar region and Berlin specialise in robotics, automotive AI, logistics, industrial software and generative AI startups, tying research and startups directly to large manufacturers.
Major industrial giants such as Bosch, Siemens, BMW, and Mercedes-Benz all seem to have understood that reality, and are heavily leaning into homegrown AI development and integration.
India’s AI trajectory
India’s official AI strategy, first set out by NITI Aayog under the #AIForAll banner, puts social development and inclusive growth at the centre of AI adoption, alongside economic opportunity.
This has since been operationalised through the IndiaAI Mission, approved in 2024 with a budget outlay of over ₹10,300 crore to expand compute access, data platforms, Centres of Excellence and AI skills.
India’s idea is to make AI “open, affordable and accessible,” with subsidised GPU access, non‑personal data platforms such as AIKosh, application development in health, agriculture and governance, and large‑scale skilling through Data & AI Labs and fellowships.
In short, India’s AI ecosystem is being built around public goods and digital public infrastructure as much as around industrial competitiveness.
Convergence with the EU on AI
This is where the recent India–EU Trade and Technology Council (TTC) outings by the nation matter. India is already aligned with Europe on “human‑centric, trustworthy” AI and has committed to deepen cooperation on large language models, AI for public goods and ethical frameworks.
The European AI Office and IndiaAI Mission have agreed to work together on shared research questions, standards and tools for responsible AI, while broader TTC work strands cover semiconductors, high‑performance computing and digital trust services.
July’s third TTC meeting in Brussels went further, promising closer collaboration on strategic AI domains and deep‑tech partnerships, positioning India as a key partner in Europe’s digital and trade agenda rather than a mere technology buyer.
Should India copy Germany’s model?
Germany’s approach offers clear lessons for India. It is to anchor AI in real‑economy strengths and use it to make factories smarter, energy use lower and logistics faster, rather than treating AI as a standalone gadget.
For Indian manufacturing, especially in automotive, machinery and logistics, partnership with German firms and regions that specialise in industrial AI could accelerate adoption.
However, India’s policy architecture indicates a deliberate deviation from a pure industry‑first model. National strategy papers and the IndiaAI Mission repeatedly highlight AI for healthcare, agriculture, governance and climate, and the use of digital public infrastructure to deliver services at scale.
With a larger informal sector and heavier reliance on services and public programmes, India’s AI priorities naturally tilt more towards citizen‑facing applications and small‑enterprise productivity than Germany’s heavy focus on factory and robot optimisation.
Simply put, our most sensible course is not to copy Germany wholesale but to blend German‑style industrial AI for core manufacturing clusters with India’s own strengths in digital development, be it UPI‑like platforms, open datasets and AI‑ready public services.
Adopting such a hybrid path allows India to raise industrial efficiency while keeping faith with its stated goal of AI for inclusive growth.
