Recent comments by Kerala CM V.D. Satheesan on the Tata Group investing Rs 10,000 crore to build a new shipyard in the state have sparked widespread confusion.
The CM had said on Wednesday that the Tata Group was planning to make its first foray into the maritime sector with the shipyard in Kerala, for which it had sought approval.
“Tata is ready to invest in shipbuilding ... We are going to provide the land," the CM had told Bloomberg, adding that approval for the same would take about a month.
Satheesan's comments came on the sidelines of the Kerala Samudra Mission 2026 maritime seminar on Wednesday, where he also explained how the Tata proposal would be favourable for his cabinet's goals to transform Kerala into a port state.
However, the Kerala government later clarified that the Rs 10,000 crore figure referred to the "scale of investments that the government is working to attract into the sector over the coming years through multiple projects and investors".
"(The CM's comments were) not intended to indicate that a single investment proposal of that value had already been concluded with any one company," it added, rejecting media reports about Tata's plans for a Rs 10,000 crore shipyard.
This comes after a Tata Group executive reportedly rejected claims that the conglomerate was planning to invest Rs 10,000 crore for a shipbuilding facility, adding that there was no such proposal at the moment—neither in Kerala, nor in any other state.
“I saw the video of the Bloomberg interview and wonder if the CM even intended to say what he said,” the executive told ET Infra, rejecting the claims as "exaggerated" and "ill-informed".
Amid the confusion, the state government has also shed light on one Tata Group maritime project that is currently taking form in Kerala.
More specifically, it is a joint venture (JV) between Artson Engineering Limited, a company in the Tata Projects ecosystem, and Malabar Cements Ltd, for the development of a boat-building facility at the Cochin Port.
The Kerala government has said that the Rs 500 crore project, for which a Memorandum of Understanding (MoU) was signed in February 2025, has progressed a lot since then—all major institutional approvals have been completed, the required waterfront land has been made available through the Cochin Port Authority (CoPA), and preliminary development activities have begun.
"This project is envisaged as an important beginning in the creation of a modern shipbuilding ecosystem in Kerala," it noted.
