The BRICS 2026 summit hosted by India saw all the member nations jointly condemning the Pahalgam terror attack, which was carried out by groups sponsored by Pakistan.
"We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on 22 April 2025, during which 26 people were killed and many more injured," the declaration said.
BRICS leaders reaffirmed their commitment to combating terrorism in all its forms, including financing and safe havens. The declaration emphasised a zero-tolerance approach to terrorism and rejected double standards, advocating for accountability under international law.
BRICS called for the expeditious finalisation of a Comprehensive Convention on International Terrorism at the UN and concerted actions against designated terrorist entities. "We welcome the activities of the BRICS Counter-Terrorism Working Group (CTWG) and its five Subgroups based upon the BRICS Counter-Terrorism Strategy, the BRICS Counter-Terrorism Action Plan and the CTWG Position Paper. We look forward to further deepening counter-terrorism cooperation," read the statement.
The bloc called for stronger global action to promote international peace and security amid growing polarization and distrust. It emphasised the need for dialogue, consultation and diplomacy to resolve international disputes peacefully.
BRICS nations also urged all parties to maintain the October 2025 Gaza ceasefire and ensure full and unhindered humanitarian access. They expressed deep concern over continued violence and opposed policies aimed at the forced displacement of Palestinians from Gaza.
Moreover, BRICS members condemned the continued violations of the ceasefire in Lebanon. "We call on Israel to respect the terms agreed with the Lebanese government and to withdraw its occupying forces from all of the Lebanese territories, in which they remain," the joint declaration said.
