Kolkata Municipal Corporation (KMC) on Friday announced the digital census will be conducted from August 1 with the Self Enumeration (SE) phase, which will continue till August 15. A 11-digit SE ID will be generated after filling up the online form. The second phase from August 16 to September 14 will involve the Field Enumeration phase where enumerators will go door to door to key in the 11-digit SE number on their app to verify details already registered. Field enumerators will also assist people who are unable to upload their details online in the first phase.
“On March 1, 2027 we will declare the census, which is why the name Census 2027 has been given. For Kolkata, 8,105 housing blocks are included in 144 wards (under KMC),” said KMC Administrator and Municipal Commissioner Smita Pandey.
Chief Minister Suvendu Adhikari will fill up the SE details on August 1 morning.
There are 8,200 enumerators of which 1,400 are supervisors who are being trained for the census exercise. A three-day training was conducted of which two trainings have already been done. Another training is being done from August 3 to 5 for those who require further knowledge.
To promote the SE drive, KMC has reached out to the state school education department to rope in students between Class 8 and 12 across 700 government and government aided schools and 300 private schools. KMC believes students are technologically savvy and hence will help motivate their parents and others around them to register during the SE phase.
“They will take a pledge to undertake self enumeration and we want a nodal census teacher who will be in touch with the borough manager. We have appealed to class 8-12 students through the headmistresses to appoint a census prefect. If children are involved, they become enthusiastic. They have to take a pledge to enrol at least 10 families,” added Pandey.
Enrolling one person would mean mentioning names of other family members in the details. The KMC commissioner says the process is not complex for children and their involvement will help take the exercise forward faster.
KMC will reach out to slums and colonies to create awareness about the census exercise. High-rise societies will also be encouraged to participate in the SE phase of census. The principal census officer and other KMC workers of the solid waste management department will fill up the SE form from August 1.
“We have to set up a help desk in every borough. There will be five teams in each borough. For now, since there are no field enumerators, this is a bonus step to create awareness to maximise the exercise,” stated Pandey.
There will be a QR code that can be scanned to get access to the link to initiate the SE. Alternatively, the website for the SE exercise is http://se.census.gov.in which is expected to be active from 12 am on August 1.
