UP govt's warning to employees: 'Those who withhold asset details won't be considered for promotions'

Of the 8,31,844 employees, only 5,93,873 have submitted the details of their movable and immovable properties so far

The Uttar Pradesh government issued a fresh deadline—February 15—for employees to declare details of their movable and immovable properties or else risk not being considered for promotions as per the natural timeline.

A letter issued by Uttar Pradesh Chief Secretary Manoj Kumar Singh highlighted that of the 8,31,844 employees to who the rule applies, only 5,93,873 (71 per cent) have submitted their details so far.

In addition to all government officers, employees of all autonomous institutions, undertakings and corporations have to submit their details on the Manav Sampada portal. Manav Sampada is a ICT solution for the government sector, which addresses most issues related to personnel management.

The earlier deadline for submitting the details was December 31, 2024, which was then extended by a month. A review meeting held on February 1 revealed that all eligible employees had still not compiled with the instructions.

Besides not being considered for promotion, non-submission of the required details will also result in administrative action under the UP Government Servant (Discipline and Appeal) Rules, 1999.

Under the rules, minor penalties include censure, withholding of increment, stoppage at an efficiency bar, recovery of pay in whole or part, and fines. Major penalties including withholding of increments with cumulative effect, reduction to a lower grade, and even removal or dismissal from service.

The chief secretary’s letter, addressed to multiple authorities, including secretaries and principal secretaries of departments besides divisional commissioners and district magistrates, labels the non-submission of details ‘regrettable’ and a clear violation of government orders. It has also called upon departments to verify the details submitted on the portal.

It is notable that the state government had pulled up employees for not submitting their details for the financial year 2023-24 as well. However, punitive measure in the form of withholding salaries was not undertaken.
