J&K: CM Omar Abdullah to table first budget of new National Conference govt in March

Budget session of J&K Assembly to commence on March 3. Lieutenant Governor Manoj Sinha will address the house on the first day of the session

The first budget of the newly formed National Conference-led Jammu and Kashmir government will be tabled in March. The budget session of the Jammu and Kashmir Assembly will commence on March 3. 

Lieutenant Governor Manoj Sinha has convened the session as per recommendations of the state government and will be addressing the house on the first day of the budget session.  

"I, Manoj Sinha, Lieutenant Governor of the Union Territory of Jammu and Kashmir, in exercise of the powers conferred upon me under Section 18(1) of the Jammu and Kashmir Reorganisation Act, 2019, do hereby summon the Jammu and Kashmir Legislative Assembly to meet at Jammu on Monday, the 3rd of March, 2025, at 10:00 AM," an official order said.

The session will start with Sinha’s address at 10am. In another order, Sinha said, "I, Manoj Sinha, Lieutenant Governor of the Union Territory of Jammu and Kashmir, under the provisions of Section 21(1) of the Jammu and Kashmir Reorganisation Act, 2019, call upon the Members of the Legislative Assembly for the Union Territory of Jammu and Kashmir to assemble in the Legislative Assembly Complex at Jammu on Monday, the 3rd of March, 2025, at 10:00 AM to hear my address."

The J&K cabinet, led by Chief Minister Omar Abdullah, recommended holding the session in the first week of March. However, People's Conference president Sajad Gani Lone opposed the timing, citing the holy month of Ramadan.

The MLAs are allowed to submit a maximum of ten starred and ten unstarred questions to the assembly secretariat by February 10. They may also submit up to three bills by the same deadline, and a maximum of four resolutions can be submitted by February 16.

Abdullah, who also holds the finance portfolio, will present the budget. He had recently said the Centre has promised financial support as the coffers were running dry. The inaugural session of the assembly was held in November last year. The assembly had passed a resolution demanding the restoration of special status to Jammu and Kashmir without mentioning Article 370. The BJP had opposed the move and staged a protest leading to their eviction from the house.
