Budget session: Lok Sabha achieves 129% productivity; Rajya Sabha 99.8

Lok Sabha had 27 sittings, during which 13 bills were passed

The Lok Sabha achieved 129 per cent productivity during the Budget session which was adjourned sine die on Thursday, a day ahead of its scheduled time. The Rajya Sabha, which witnessed several disruptions by the Opposition parties, had 99.8 per cent productivity.

The Lok Sabha had 27 sittings which lasted 177 hours and 50 minutes, during which 13 bills were passed. Some of the important bills to be passed included: Finance Bill, The Delhi Municipal Corporation (Amendment) Bill, The Penal Procedure (Identification) Bill.

Parliamentary Affairs Minister Pralhad Joshi said 13 bills were introduced in during the Budget session, of which 12 were in Lok Sabha. In Rajya Sabha, 11 bills were passed. Joshi added that the first part of the Budget session yielded a total of 10 sittings of Lok Sabha and Rajya Sabha. In the second part of the Session, there were 17 sittings of both Houses.

The Congress alleged that the Rajya Sabha was adjourned two days ahead of the schedule, and the Opposition was ready to pass the weapons of mass destruction and Antartica bills. However, Joshi countered the allegation saying that the Opposition leaders themselves had agreed before the Chairman to adjourn the House due to approaching festivals like Ram Navami.

The Rajya Sabha secretariat in its statement said it missed the 100 per cent productivity landmark by 10 minutes. This has been the third best productivity of the House during the last 14 sessions since the Monsoon Session of 2017.

As against the scheduled 29 sittings, Rajya Sabha held 27 sittings including 10 during the first part of the Budget session and 17 during the second part that concluded today. This Budget session in the upper house had a best run in three years as there were no disruptions and forced adjournments during the first 12 full sittings in the first half. However, the House witnessed forced adjournments on six days, all during the second part of the session.

“In all, 21 of the 27 sittings were free of forced adjournments. As against the scheduled sitting time of 127 hours 54 minutes, the House functioned for 127 hours 44 minutes. The productivity of the House would have been 100 per cent but for the loss of these 10 minutes. While functional time of 9 hours 26 minutes was lost due to disruptions and forced adjournments, the House gained 9 hours 16 minutes with members sitting beyond the scheduled hours,”the statement said.

Chairman M. Venkaiah Naidu did not make the customary valedictory remarks on the last day of the session as disruptions were witnessed.

As Parliament followed Covid-19 protocols during the first part of the Session, Lok Sabha met in the evening as it even used Rajya Sabha chambers. Lok Sabha sat from 4pm to 9pm (with extended time, whenever required) daily except on 31.01.2022 and 1.02.2022 when they sat first. Rajya Sabha had its meetings from 9am to 3pm. During the second part of the Session, the timing of the Houses was reverted to the normal hours.
