Offensive reference to Bhil tribe in Madhya Pradesh PSC paper causes outrage

A derogatory reference to the Bhil tribe as 'criminal-minded' and engaged in illegal and immoral activities in a question in the Madhya Pradesh Public Service Commission (MPPSC) preliminary examination 2019 held on January 12, has caused massive outrage in the state.

The question, discussing the economic problems faced by the Bhil tribals, made a point that the main reason for their criminal nature was the failure to repay loans with their usual livelihood means. The question in precis format, further said they (Bhil tribals) get engaged in illegal and immoral activities to earn better money.

Following backlash on social media and in the streets, and demands that the chairman and secretary be removed, the PSC chairman Bhaskar Choubey on Monday held a press conference to announce that notices have been served to the paper setter and moderator.

Choubey told media persons that the commission has sought a reply from the paper setter and moderator in seven days and further action will be initiated on the basis of their reply and an inquiry by an expert committee.

He, however, sought to distance the commission from the controversy saying no one but the paper setter and moderator are aware of the content of the question paper to ensure confidentiality. He also said directives of not including controversial detail or reference is issued to the paper-setters in advance by the PSC.

The matter assumed political colours with the opposition BJP jumping into the controversy. Former chief minister Shivraj Singh Chouhan and leader of opposition Gopal Bhargava tweeted, expressing shock over the offensive reference to the Bhil tribe and demanded serious action against those involved.

President of Jai Adivasi Yuva Sangathan and Congress MLA Hiralal Alawa wrote to the governor seeking dismissal of chairman and secretary (Renu Pant) for the controversial remarks. BJP MLA from Pandhana, Ram Dangore, demanded dismissal of paper setter and legal action under SC/ST Atrocities Act on those responsible.

Meanwhile, Home Minister Bala Bachchan, referring to the fact that he too belongs to the scheduled tribe community, said he would get the matter checked and promised to initiate necessary action.
