Monsoon session from July 18; govt plans to pass triple talaq bill

With elections to three BJP-ruled states due to take place later this year, the government plans to pass the OBC Bill, which seeks to grant the National Commission on Backward Classes (NCBC) constitutional status. The Constitution (one hundred and twenty-third) Amendent Bill, will be brought in the monsoon session of the Parliament scheduled to be held between July 18 to August 10.

Other important bills including the Triple Talaq Bill and Transgender Bill, will be brought in the short session of the Parliament for passing, among which the Triple Talaq Bill tops the government's agenda. While, the government is busy preparing an agenda for the session, the opposition may not be in any mood to let the house function. The opposition is likely to raise the issue of violence in Kashmir, state of the economy, bank frauds and farmers' distress to corner the government.

If the opposition goes on to disrupt the House, the government will blame it for trying to scuttle the politically significant OBC Bill. The bill aims to give consitutional powers to the National Commission for Backward Classes, at par with the National Commission for Scheduled Castes (NCSC) and the National Commission for Scheduled Tribes. The BJP is trying to woo the OBCs to tide over the dalit anger against the government.

The Parliamentary Affairs Minister Ananth Kumar said that the government would also bring other bills like National Medical Commission Bill, 2017, and Rights of Children to Free and Compulsory Education (Second Amendment) Bill, 2017.

Another significant agenda in the monsoon session, will be the election to the post of Deputy Chairman of Rajya Sabha, as the term of P.J. Kurien is getting over this month.
