Tamil Nadu Budget 2026 | 8g gold coin, silk saree, gold ring: Decoding Vijay govt's welfare allocation for women, children

The Chief Minister C. Joseph Vijay-led Tamilaga Vetri Kazhagam’s (TVK) maiden budget for the financial year 2026-2027, presented by finance minister Marie Wilson, offers a slew of welfare schemes for women and children, including an 8g gold coin and a silk saree for women at the time of their wedding.

Called “annan seer (elder brother’s gift)", the 8g gold and a silk saree will be presented to eligible women on the day of their wedding. A total of ₹812 crore has been allocated for this scheme under the revised budget estimates for it.

In the socio-cultural fabric of Tamil Nadu, gold is more than an asset—it is a symbol of security, status, and familial blessing. In fact, the scheme was first introduced by former CM Jayalalithaa under the banner “Thaalikku Thangam Thittam”, meaning gold for mangalsutra. The scheme was later continued during the AIADMK regime under Edappadi K Palaniswami, while the M.K. Stalin-led previous DMK government discontinued the scheme and introduced various other women's welfare schemes.

Now by reintroducing the gold for brides scheme in a different pattern, the fledgling TVK government seems to have played it very safe and cautious when it comes to women's welfare schemes, which plays a pivotal role in retaining the popularity of any ruling party in the state.

Finance minister Marie Wilson in his budget speech declared that the Vijay government’s policy direction for women was a deliberate synthesis of ideological legacies.

Stating the rationalism of Thanthai Periyar provides the mandate for dismantling social evils like drug culture that disproportionately impact women’s safety, Wilson said that the legacy of Rani Velu Nachiyar and Anjalai Ammal inspires the state apparatus that views women as active protectors and participants in the state's progress.

“This unification of thought ensures that every rupee spent is an investment in the ‘Vetri Tamizhagam’ vision,” he said.

The 'Thaai Maaman Thanga Mothiram Thittam'

In what could be called as a landmark scheme of the TVK government, ₹560 crore has been allocated under the 'Thaai Maaman thanga mothiram Thittam' or the maternal uncle gold ring scheme to provide 1g gold rings to children born in government hospitals across the state. In a move rich with political symbolism, the scheme will be launched by Vijay on on September 15th, marking the birth anniversary of former chief minister C.N. Annadurai.

This gesture transforms the government from an abstract entity into a present, caring relative, ensuring that the CM's Jana Nayagan identity is felt in every household. While these direct assets provide immediate symbolic value, they are strategically paired with initiatives aimed at long-term economic elevation through permanent asset ownership.

The government has also announced the 'Mannin Magal Thittam', which ensures that land ownership translates into sustainable wealth, with an initial allocation of ₹20 crore. These schemes aim to test a scalable model for rural economic transformation through gender-based asset redistribution.

By providing a gold ring to children born in government hospitals, the Vijay government wants to reinforce the trust of socio-economically disadvantaged populations in public institutions.

The annan seer scheme and the Thai Maaman scheme are not merely rhetorical devices. It is a calculated effort by the Vijay government to institutionalise social trust by positioning the leader as a protective kin-member—a son or brother living in every household: a rhetoric on which the TVK was built on over the past two years.

By framing state intervention as a familial obligation rather than a bureaucratic transaction, Vijay and his TVK, through its maiden budget, seek to reduce the transaction costs of governance through heightened public confidence and emotional resonance.
