How Tamil Nadu's startup ecosystem is powering the future of deep-tech
The Tamil Nadu government is merging traditional manufacturing expertise with deep-tech agility to boost its startup ecosystem

Historically, Tamil Nadu’s industrial landscape has been dominated by automobiles (Chennai), textile (Tiruppur) and engineering products (Coimbatore), making it one of India’s most diversified industrial economies. Then, at the turn of this century, the state slowly stepped into IT, with software parks and electronic manufacturing facilities on the outskirts of Chennai. It found success there, too, and perhaps as an extension, tapped into the startup world, which is now scaling new heights.
In the past five years, Tamil Nadu has generated over $27.4 billion through its startup mission—StartupTN—with Chennai becoming the 18th leading startup hub in Asia. In 2021, the state had 2,032 registered startups. Now, there are more than 12,050.
This startup story can look like any other chapter in India’s technology boom—young founders, venture capital, incubators, pitch decks and ambitious companies. But, beneath the familiar vocabulary is a distinctive experiment.
The state follows an economic model that leverages its existing manufacturing base to support SaaS (software as a service) and deep-tech ventures.
“Tamil Nadu’s industrial base has played a huge role in this,” said Dr Tamaswati Ghosh, CEO, IIT Madras Incubation Cell. “We started working with deep-tech companies at a time when few in India were doing it. These were not conventional software startups. They were hardware-, engineering- and science-based companies, often with significant intellectual property. Tamil Nadu’s industrial base gave them access to something extremely valuable—the market. Companies became mentors, first customers and, eventually, strategic investors. They helped startups understand what it takes to commercialise technology. We continue to work with major automobile and manufacturing companies, as well as organisations in banking, insurance, oil and gas and infrastructure. If IIT Madras had attempted to build the same deep-tech ecosystem in a place without this kind of industrial access, I don’t think we would have achieved the same results.”
Through the Tamil Nadu Startup and Innovation Mission—popularly known as StartupTN—the state has created an ecosystem where an entrepreneur in Chennai can reach investors, a student in Madurai can test an idea, a researcher in Coimbatore can commercialise a technology, and a deep-tech company can find a route from laboratory to factory.
The Tamilaga Vettri Kazhagam government, led by Chief Minister C. Joseph Vijay, is keen on taking this effort to the next level. “The startup economy is crucial to achieve our Vetri Tamizhagam dream ($1.5 trillion economy by 2036),” said Industries Minister S. Keerthana. “For this, the government has initiated a fundamental structural transition from traditional low-margin manufacturing to a future-ready, innovation-led industrial base. We are planning to operationalise this shift through Industries Transformation Maps for 20 high-potential sectors—including quantum technology, blue economy, semiconductors and space systems—which will help us move towards high growth and IP-led enterprises.”
The aim is to be among the world’s top 20 startup destinations by 2032.
Led by chairperson Singai Ramachandran—who recently jumped ship from the AIADMK—StartupTN plans to deliver programmes that span funding, incubation, education and market access to young entrepreneurs.
“We are planning to establish the ‘Vetri Tamil Nadu Deep-Tech Innovation Fund’ to leverage Tamil Nadu’s strong research and academic foundation,” said R. Kumar, minister for AI, IT and digital services. “This will be established through the Tamil Nadu Technology Hub with an initial corpus of Rs50 crore. It will provide targeted support to deep-tech startups, researchers, innovators and PhD scholars working in high-impact domains such as AI/ML (machine learning), LLM/SLM (large and small language models), advanced materials, semiconductors and robotics.”
These initiatives, combined with the existing knowledge in deep tech, complement the startup mission. In the med tech industry, for instance, Tamil Nadu’s startup ecosystem has taken a leaf out of India’s world-class expertise in back-office service and its role as a global pharmacy. “Today, India is pivoting to deep-tech forge, moving beyond providing the service to finally building the machines,” said Dr G.S.K. Velu, founder-chairman of Neuberg diagnostics and Trivitron Healthcare group of companies. “It’s time to focus on medical technology and the medical device industry. I think the next 10 years in Tamil Nadu belong to the med tech industry.”
There is buzz in the space sector, too. Tamil Nadu’s automotive manufacturing DNA is now being repurposed for grander missions. Take the government’s 25 crore investment via TIDCO (Tamil Nadu Industrial Development Corporation) to Agnikul Cosmos. Based out of the IIT Madras Research Park, Agnikul Cosmos is building Agnibaan, a 3D-printed launch vehicle, and it aims to build the world’s first fully recoverable small satellite launch vehicle. “It is not just space tech. It’s the logical conclusion of the state’s industrial history,” said Ghosh. “By merging traditional manufacturing expertise with deep-tech agility, Tamil Nadu has moved from making car parts to 3D-printing the future of space travel.”
Startups like Agnikul had plans that were classified as moonshot ideas—the perception was that they might not take off and would guzzle money. IIT Madras gave them support. “Aviation is highly regulated, and you need certification in the territory you operate,” said Dr Satya Chakravarthy, co-founder and technical lead at The ePlane Company, which builds passenger e-taxis. “India has a world-class talent pool for building planes, but it was confined to public sector [undertakings] like HAL and ISRO. Since we are working out of India, the government is supportive of the regulatory process. The market here is huge.”
Interestingly, Chakravarthy is also a professor of aerospace engineering at IIT Madras and is part of Agnikul Cosmos. He said that IIT Madras helped establish Tamil Nadu as a deep-tech hub with companies like Ather and Uniphore. And this, he said, helped ePlane fly.
In the past five years, IIT Madras has incubated and funded more than 600 startups. Said Professor Satyanarayanan Seshadri of IIT Madras, who has been part of several startup ventures: “We must incentivise MSMEs to serve the research ecosystem, not just the component ecosystem. Startups fail not because technology doesn’t work, but because they build things nobody wants.”
An advantage Tamil Nadu has over several states is the decentralisation of startup hubs. Regions such as Viluppuram, Erode and Tirunelveli have emerged as thriving centres, and, there are 124 incubation centres across 30 districts. This model provides a level of resilience that single-hub models like Bengaluru cannot match. By spreading 32.23 lakh sq ft of incubation space across the state, Tamil Nadu has lowered the cost of failure for founders in tier-2 cities. It allows startups to stay close to diverse labour markets and regional strengths—like Hosur’s manufacturing base—while enjoying the infrastructure of a world-class tech hub.
Talking of not letting power concentrate in a few hands, Tamil Nadu has also rebranded social justice as an economic strategy. Its SC/ST startup fund has disbursed Rs60 crore to more than 40 companies. The Periyar Social Justice Venture Lab, which provides specialised coaching to marginalised founders, complements this effort.
Through the Tamil Nadu Startup Seed Fund (TANSEED), the government has given modest grants of up to Rs15 lakh to validate early-stage ideas, which acts as a powerful signal of credibility, allowing startups to raise Rs535 crore from external funding.
This is one of the reasons Chennai has produced tech giants like Chargebee in the SaaS space and Five Star Business Finance in fintech, proving that the state can nurture unicorns across high-growth sectors.
The political shift in May 2026, which saw Vijay come to power, has not slowed this momentum. The state remains clear on its goal of a $1.5 trillion economy, and with the gross state domestic product growing at 16 per cent, the new government believes it can make this vision come true.
