Jaipur, Apr 18 (PTI) Rajasthan assembly speaker Vasudev Devnani on Saturday said that legislative drafting should reflect the will of the people in clear and simple language.
    Addressing participants at the 37th International Legislative Drafting Training Programme at the Rajasthan Legislative Assembly, Devnani said that the process of passing a bill in the House is carried out with utmost care and transparency, ensuring the highest standards of quality in law-making.
    The programme, organised under the Indian Technical and Economic Cooperation (ITEC) initiative of the Ministry of External Affairs, saw participation from 43 delegates representing 17 countries, including Bangladesh, Bhutan, Ghana, Kenya, Sri Lanka, Tanzania, and Zambia, a release said.
    Devnani outlined the three key stages of legislative drafting, noting that a bill is first introduced in the House, followed by detailed discussion and scrutiny, often with the help of select committees, before being put to a vote.
    He emphasised that the use of clear and simple language is the essence of justice and ensures laws are understandable and truly serve public interest.
    Describing the assembly as a "true temple of democracy," he said the Rajasthan legislative assembly, which has 200 members, is celebrating its 75th anniversary and has played a vital role in translating the aspirations of people into laws since the early days of the state's formation.
    Devnani noted that the assembly has digitised all legislative records to strengthen transparency, accountability and efficiency in governance.
    Leader of Opposition Tikaram Jully, Government Chief Whip Jogeshwar Garg, Opposition Chief Whip Rafiq Khan and several MLAs were present on the occasion.
