Jammu and Kashmir Director General of Police Shesh Paul Vaid said talks, including with neighbour Pakistan, was the only solution to Kashmir issue.
''Gun and violence is not the solution,'' Vaid said, while replying to questions on Twitter. "Talks between all parties, including neighbour (Pakistan) is the only solution.''
"It is too complicated. I wish Kashmir problem was simple so that I could answer in one reply," he said.
He said people have been working for decades to find a solution the issue.
''I personally feel that the gun is not the solution,'' he said. ''Let every party concerned, including even our neighbour, talk it out and sort out.''
He also requested people not to come near the encounter sites as the bullets don't differentiate between militants, army men, stone pelters or young boys.
''People have no business being there,'' he said. "I will tell you again; people should not come near the encounter sites."
He said they are responsible for their own deaths.
He agreed with the suggestion about minimising deaths of civilians near encounter sites.
He said they would ensure minimum disruption was caused to the education of students. "I also have a lot of relatives studying in schools and colleges,” he said. “We will see to it that minimum disruption is caused."
