ICC threatens to shift 2021 T20 World Cup from India

Move comes after the BCCI failed to secure tax exemption

The ICC has threatened to shift the 2012 T20 World Cup from India. The matches including qualifiers were scheduled to be played from October 2020 to November 2021. In a report, the ICC has threatened to shift the tournament after the BCCI failed to secure a tax exemption from the Indian government. 

In a report by ESPNcricinfo, the ICC had set a deadline of May 18 for the BCCI to get an unconditional confirmation from the Indian government. The BCCI had asked for an extension until June 30, citing the COVID-19 outbreak as a cause. The BCCI had even invoked the ‘force majeure’ clause in the agreement which the ICC had rejected. "In light of the BCCI's notification of force majeure, we would highlight the obligation on the BCCI… of the Host Agreement and that IBC (ICC Business Corporation) is entitled to terminate the agreement with immediate effect at any time from 18 May 2020," Jonathan Hall, the ICC's general counsel, wrote to the BCCI on April 29.

The tax issue has been an issues between the ICC and the BCCI for many years now. During the 2016 T20 World Cup, the ICC had suffered losses amounting to $20 - $30 million because the BCCI failed to secure a tax exemption. In February 2018, the ICC had warned the BCCI that it could lose the right to host the 2012 T20 World Cup as well the 2023 ODI World Cup if they failed to secure the tax waiver. The ICC stands to lose close to $100 million without the tax waiver. The BCCI was earlier set a deadline of December 31, 2019 which it failed to meet.
