Haryana to reserve 75% jobs for local residents; cabinet clears draft ordinance

The new rule will not impact existing jobs in the state

With upcoming Baroda bypolls in focus, the Haryana cabinet on Monday announced a slew of populist decisions. The government cleared a draft ordinance to reserve 75 per cent of jobs in industries and private sector for state domicile holders. 

Though the final approval to the ordinance will be given only in the next meeting, BJP's coalition partner Jannayak Janta Party (JJP) is already celebrating the move. Taking to social media, party supremo and Deputy Chief Minister Dushyant Chautala said that now onwards, 75 per cent jobs in the new factories or industries or already established industries and other institutions would be given to Haryana youth.

“JJP has promised this in the last election and we have fulfilled it. It is a long awaited dream come true,” said Chautala.

The new rule would be applicable only on new openings and would not impact the existing jobs in the state. As per the document, any new company, factory or new hiring by existing company or factory will have to follow the new provision. However, the law will be applicable only for posts that have salary not more than Rs 50,000.

As per the ordinance, those who are interested in availing the reservation will have to furnish a permanent resident proof. The labour department will be responsible to implement the new law.

Other prominent decisions taken by the cabinet include permission to have farmhouses for the owners of individual plots; work, play and live policy for those involved in cyber services; reduction of stamp duty for farmers from Rs 2000 to Rs 100; bringing down fee for persons challaned during lockdown and bifurcation of Panchkula Municipal Corporation.

“We had 42 agendas and 12 of them were directly impacting the common man. The reservation will give long required impetus to the youth struggling with unemployment. The change in housing policy will benefit plot owners especially in NCR districts and so will the reductionn of stamp duty for farmers. While fighting COVID-19, we are also working on adhering to pending demands of citizens,” said Chief Minister Manohar Lal Khattar. 

The cabinet also gave the go ahead for the policy for social media journalists who will be brought in ambit of government for accreditation and advertisements.
