It will no longer be enough for schools to teach. They have to show results in the form of students meeting learning targets for the different grades.

The National Council Of Educational Research And Training (NCERT) has been tasked with formulating grade-wise learning targets that will be conveyed to the schools across the country within a month.

The Human Resource Development ministry is all set to roll out a school reform programme that will include special auditing, regular learning assessments and school consolidation. According to a ministry press release, they have also asked the states to develop proper and transparent policies for teacher recruitment and work out a proper system for deployment of teachers in rural areas.

The new plan will focus on improving teacher accountability, empowering teachers to experiment with learning materials and encouraging local language instruction in the early years.

The ministry has seen that while there is 100 per cent enrollment, classroom teaching quality left a lot to be desired. Teachers were untrained or absent, and in many schools, there were many vacancies for teachers.
