Involvement of gau rakshaks is alleged in the gangrape of two women and murder of two of their family members at Mewat in Haryana on August 25, according to the findings of a fact-finding team of the National Commission for Minorities.

The family members of the rape victims told a two-member team of the NCM that visited Dingerheri village in Mewat on September 22 that the two women had stated before the police that the accused persons confronted them whether they ate beef, but this was omitted from the statement recorded. They also alleged that the accused persons were gau rakshaks.

The team comprising NCM chairperson Naseem Ahmad and member Praveen Davar visited the village to look into the incident of the murder of a couple and gangrape of two women from their family, all belonging to the Muslim community.

The family members told the NCM team that they had no enmity with anyone in the village or outside. Most of the persons who interacted with the team were critical of the role of the police. They said though more people were involved in the crime, police were clueless about them. They also complained that the statements of the rape victims were recorded in utmost haste.

Members of the Muslim community in the village said they were hurt by Haryana Chief Minister M.L. Khattar’s reported statement that the incident was a small issue. They also complained that despite the chief minister’s assurance that the victims and their dependents would be given government jobs, the district authorities merely offered casual employment, which was not acceptable to them.

“The incident has shaken the people of the area, and there is a lot of resentment, especially amongst the Muslim community, partly due to allegations that the culprits were 'gau rakshaks’,” the NCM report stated.

The commission noted that although the state government, on the demand of the people of the area, has transferred the case to the CBI, since law and order is a state subject, the Khattar regime is well advised to take steps to promote communal harmony and restore people’s confidence in the functioning of the police.
