Gujarat. That's the state where it's easy to do business, according to the National Council of Applied Economic Research's State Investment Potential Index 2016, which was released in Delhi on Tuesday.

The N-SIPI 21 was conducted across 20 states and the union territory of Delhi, on the basis of Labour, infrastructure, economic conditions, political stability and governance, and perceptions of a good business climate.

Delhi. That's what tops the list, with Gujarat coming next, in terms of N-SIPI 30, that ranks all the 29 states and Delhi, but drops the “perceptions of good business climate” factor.

The survey that tracks the states on about 51 sub indicators, ranks Delhi, Tamil Nadu, Andhra Pradesh and Maharashtra respectively , after Gujarat , taking into account perceptions as well. Gujarat, Tamil Nadu, Goa and Maharashtra follow Delhi when the perceptions are dropped.

Andhra, Chattisgarh, Rajasthan, Madhya Pradesh and Assam moved up in terms of perceptions, compared to the index of 2015. Kerala , West Bengal, Punjab and Odisha moved down.

With states vying with one another in their efforts to make it easier to do business and attract investors, and the ongoing policy reforms, Make in India and Star up India campaigns, the N-SIPI reflects the competitiveness of business ecosystem in the states.
